The Michelle P Waiver (MPW) and Supports for Community Living (SCL) Waiver programs are designed to help individuals with intellectual and developmental disabilities (IDD) live meaningful lives in their communities. These Medicaid waiver programs provide access to critical services that promote independence, enhance quality of life, and ensure safety for individuals with disabilities.
Through these waivers, eligible individuals can access Positive Behavior Support (PBS) services, which focus on improving behaviors that interfere with daily living, employment, and social relationships.

Positive Behavior Support (PBS) services focus on enhancing an individual’s quality of life by teaching them appropriate social skills, improving daily living abilities, and reducing challenging behaviors. These services are grounded in person-centered planning and are tailored to meet the specific needs of each individual.

How Positive Behavior Support Services Work
Individualized Assessment: Each participant receives a thorough assessment of their strengths, challenges, and behaviors. This helps the PBS team develop a tailored plan to meet the individual’s unique needs.
Behavior Support Plan (BSP): Based on the assessment, a BSP is created to identify triggers, prevent challenging behaviors, and teach alternative, positive behaviors. This plan includes:
Ongoing Support and Training: Individuals, their families, and caregivers receive ongoing training and support from PBS professionals. This helps ensure the successful implementation of the BSP and encourages lasting behavior changes.
Collaboration with Other Services: PBS services work in conjunction with other supports available through the Michelle P and SCL waiver programs.
